Instructions
1. In a mixing bowl, combine fish fillets, salt, garlic, ginger, and sugar. Mix well.
2. Cover the bowl and let it ferment at room temperature for 24 hours.
3. After fermentation, add rice flour and water to the mixture. Stir until smooth.
4. Heat oil in a frying pan over medium heat. Drop spoonfuls of the mixture into the pan and fry until golden brown on both sides.
5. Serve hot with a dipping sauce of your choice.
